KlaarMind

Evidence-based transformation — Experience-driven results

Klaarmind helps governments, international organisations, and ambitious enterprises modernise the systems citizens and customers can actually depend on — with the same playbook that made Estonia the world's most digital state.

Klaarmind takes its name from the Estonian word klaar — meaning clear, ready, lucid. That's the standard we hold our work to: strategic clarity, decisions you can defend, systems that are actually ready to run.

Who we work with

Three audiences. One discipline: getting digital service delivery right.

Governments & Ministries

Transition from legacy administration to seamless, citizen-centric services. We leverage proven expertise from building Estonia's core digital infrastructure to modernize critical public systems. Our approach emphasises knowledge transfer and targeted training, enabling your administration to independently sustain, scale, and reliably operate these systems.

International Organisations

Build resilient digital programs designed for the complexities of global transformation. We use implementation-driven insights to design governance frameworks and architectures resilient to political change, audits, and donor scrutiny.

Private Enterprise

Align your operational foundations with 21st-century digital demands. We bridge legacy operating models with practical, experience-driven execution, integrating AI agents and autonomous service logic into modernization roadmaps.

Why Estonia

Estonia is widely benchmarked as the world's most digital society — 99% of state services online, voting over the internet, a tax declaration that takes minutes. That isn't an aspiration; it's daily operations.

Klaarmind's practice grew up inside that ecosystem. We use the same architectural principles — interoperability via X-Road, the Once-Only data policy, strong digital identity — and adapt them to your context, regulations, and pace of change.

  • 99% — State services online
  • 100% — e-ID adoption among residents
  • 2M+ — Hours saved annually via e-signatures

Questions clients usually ask

Frequently asked, honestly answered.

How long is a typical engagement?
Most engagements start as a 4–8 week scoping or pilot phase, then extend into multi-quarter programmes if there's a fit. We deliberately avoid open-ended retainers — every phase has a defined outcome and an exit point.
Where do you operate? Can you work outside the EU?
We work wherever the impact is greatest — from our hub in Estonia, we lead engagements globally through a mix of remote collaboration and on-site deployments whenever the mission requires a physical presence.
Do you replace our internal team or work alongside it?
Almost always alongside. Our explicit goal is that your team is more capable when we leave than when we arrived. Capability transfer is part of the contract, not an upsell.
What languages do you work in?
Our consultants are native Estonian speakers. Outside Estonia, every engagement runs in English by default — workshops, written deliverables, and day-to-day communication.
